This announcement is a Science, Technology, Engineering and Mathematics (STEM) appointment, identified as a position needed in support of Sanitation Facilities Construction (SFC) projects specifically funded by Congress through the Infrastructure Investment and Jobs Act (IIJA), subject for a term of 2 years that may be extended up to a term of 10 years subject to Agency determination.
The Incumbent, As The Deputy Director For Field Operations, Will Provide Support To Field, District, And Area Staff In Field Engineering By
- Providing direct supervision and support to District Engineers
- Leading, reviewing, evaluating, and making recommendations to District Engineers in planning, design, and construction practices of water, wastewater, and solid waste facilities
- Developing guidance and design criteria for water, wastewater, and solid waste infrastructure in collaboration with internal and external partners
- Hiring, assigning and scheduling the technical work activities of civil and environmental engineering, technical, and administrative staff
- As a first level supervisor, managing personnel actions for Civil Service and Commissioned Corps personnel, including technical supervision and performance management/expectations.

Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Basic Requirement(s)- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. - Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
Minimum Qualifications Your resume must demonstrate one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
experience in leading, reviewing, and evaluating work completed by engineering staff to ensure that water, wastewater, and solid waste engineering projects are properly planned, evaluated, scoped, designed, and accurately cost-estimated. Experience in developing guidance and design criteria for water, wastewater, and solid waste infrastructure. Experience in developing individual development plans, performance evaluations, disciplinary actions, and justifications for awards and incentives. Selective Factor: In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following knowledge, skills, and abilities (KSAs):
- Professional and comprehensive knowledge of the theories, principles, practices and techniques of civil/environmental health and engineering as evidenced by possession of a Professional Engineering (PE) license issued by any U.S. State the District of Columbia, Guam, or Puerto Rico.
Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

Selections made under the STEM authority will be processed as new appointments to the civil service. Current civil service employees would therefore be given a new appointment to the civil service.
