The Public Safety Communications (PSC), Engineering Services Section, Multi-Protocol Label Switch (MPLS) Unit is responsible for a wide array of engineering activities and services related to the design, building, and maintenance of the public safety communications systems engineering for the California Public Safety Microwave Network (CAPSNET).  Under direction of a Senior Telecommunications Engineer, the position ensures engineering services for CAPSNET meet the critical operational requirements of the state.

Working Conditions

Telework:  This position is eligible for a hybrid work schedule, after probation, which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

DMV Pull Program:  Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions. Conflict of Interest:  This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


1. Professional certification or license:

  • Nokia Certification (Network Routing Specialists I/II/III, Service Routing Architect); or 
  • Cisco Certification (CCNA, Networking Certificate, Network Engineer).

2. Specialized knowledge of MPLS/IP network architecture including but not limited to the design, engineering, configuration, and implementation of firewalls, switches, NAC, VPN, load balancers, IDS/IPS, and network monitoring.

3. Design, engineer, configure, and manage installation of remote site CAPSNET firewall security, failover, and redundancy.

4. Knowledge and ability to perform traffic engineering, apply Quality of service (QoS) and load balancing across CAPSNET MPLS traffic.

5. Experience in Network and System Optimization using application and software tools, including but not limited to SolarWinds, Nokia TSM8000, Nokia NSP21+

  1. What is your experience in MPLS networks planning, design and implementation? Please provide details regarding the scale and scope of your responsibilities in these areas. 
  2. Describe your experience related to the configuration, installation, and support of MPLS routers, Ethernet switches, firewalls, load balancers, NAC, software, or other network devices.
  3. Describe your experience with MPLS technology including L2/L3 VPN, Quality of Service (QoS) and traffic engineering.
  4. Describe your knowledge and experience of TCP/IP, RIP, EIGRP, BGP, OSPF and telecom circuit provisioning from start to finish.
